These steps will result in the perfect combination of a beef and vegetable layer that is to die for, with creamy mashed potatoes on top.
The best part about this Shepherd’s pie is you can make it up to 3 days in advance and refrigerate it until it’s ready to bake.
Just make sure you let it sit on the counter for about 20 minutes prior to baking to bring it up to room temperature.
